  • Bachelor’s Degree on Engineering or Construction management
  • Preferably a Licensed Engineer or equivalent in a relevant discipline
  • At least 2+ years’ experience in Construction Management experience or equivalent
  • At least 5+ years proven experience in Construction/Engineering Project/Industry in Oil and Gas (O&G), Petrochemical, Petroleum, Liquified Natural Gas (LNG), and other related industry.
  • Experience with coordinating and supporting site Project Managers and Contract Engineering firms.
  • Experience in leading Field Construction Staff and Construction organization to plan & deliver work.
  • Good knowledge of the inter-disciplinary engineering fundamentals as applied to Terminals and Depots.
  • Proficient in using Planning tools software like MS Project.


Job Summary

The Construction Engineer of BTSMC’s project is responsible for supervising and managing various parts of construction projects to ensure they are finished on time, within budget, and with the needed quality standards. This position entails working with multiple teams, managing construction activities, and assuring compliance with standards and requirements.


Statement of Duties:

  • Managing the planning and decision stages of construction projects
  • Contributing technical expertise to project drawings and design
  • Performing cost calculation and preparing financial projections
  • Preparing work schedules in collaboration with the project manager
  • Liaising between contractors, subcontractors, vendors and suppliers
  • Overseeing construction engineering processes
  • Performing regular test on materials and procedures to ensure compliance with industry regulations
  • Ensuring that the construction project is completed on time and within budget
  • Documenting processes and keeping detailed construction logs
  • Presenting construction project progress updates to clients and senior managers
  • Overall assurance that implementing contractors meet client’s requirements, within his site, during project execution.
  • Oversees all project-related activities within his site.
  • Formulates and implement tactical approach based on strategy provided by lead on how to ensure Implementing Contractors are meeting client’s requirements.
  • Overall responsible, within his site, on implementation of company policies, procedures, and initiatives
  • Provides expert opinion on various site issues.
  • Maintains good and harmonious relationships with clients, local officials, subordinates, and colleagues.
  • Provides accurate and timely report to Construction Lead/Construction Manager.
  • Analyzes project related delays, discrepancies, and deviations then provide feedback and recommendation on how to prevent.
  • Reviews and ensures quality implementation of activity, schedules, and documentation under the team.
  • Ensures that Implementing Contractors (IC) are following client Health, Safety, Security, and Environment (HSSE) and technical requirements.
  • Ensures projects are implemented based on client-approved scope and schedule.
  • Submits various project-related reports and updates to Construction Lead/Construction Manager.
  • Works with IC to ensure that the project is ahead or within the schedule.
  • Ensures that IC provides recovery/catch-up plan if project is delayed.
  • Records all delays along with the cause.
  • Ensures that all materials (client & IC supplied) are on site prior to scheduled activity involving said materials.
  • Coordinates with Materials Engineer on the delivery of client-supplied materials
  • Ensures that the materials are inspected and approves by Quality Control (QC) before use.
  • Updates Bill of Materials/ Bill of Quantity (BOM/BOQ) for all projects in his/her site.
  • Handover all surplus material to Material Engineer
  • Provides scope, conceptual layout, and cost estimates.
  • Reviews drawings, design, project scope, methodology and other project-related documents.
  • Ensures that ICs are following client approved Inspection and Test Plan (ITP)
  • Witness inspection and testing that IC conducts.
