Description

  • To take operational management of the Licensing Services; ensuring that resources are used effectively to address priority issues and achieve performance and quality standards targets.
  • To implement service strategies which align the requirements, best practice guidance and organizational change as directed by the General Manager.
  • To assist the formulation and review of the relevant policy and compliance protocols, and develop the appropriate monitoring procedures to ensure compliance.
  • To develop performance management systems as directed by the General Manager and establish protocols designed to deliver continuous service improvement.
  • To produce detailed service performance reports and take the appropriate management action to ensure that performance targets are achieved.
  • To provide technical advice on related Licensing matters and provide detailed advice and guidance to Managers and the Management.
  • To liaise in special cases extensively to oversee and take appropriate management action to ensure that the applications, submissions, filings and process within the services timeframes.
  • To undertake responsibility where appropriate to resolve highly complex issues and ensure that sensitive or contentious cases are correctly managed.
  • To oversee the appropriate use of document and evidential control systems and develop the appropriate monitoring systems to ensure continued compliance with the Data Privacy Act.
  • To provide necessary support, advice and guidance to the department on licensing and other registrations with agencies of the government.
  • To develop standard on Objectives and Key Results (OKRs) of the company to achieve progress and competence of employees.
  • To assist the management programmers, visions, strategies into operational reality; via the development and review of service delivery plans.
  • To monitor new laws, regulations, memorandum circulars and rulings on licensing, registration, accreditations and other license.
  • To oversee and manage special registrations, accreditation and licenses and to formulate effective method of registrations.
  • To review and manage quality of documents before submission and filing.
  • To planned set of activities for imparting knowledge to employees, such that it leads to a growth in job skills required for organizational growth. These could be technical, vocational, or management skills.
  • To deliver effective plans how to balance the volume of services handled by the department.
  • To work flexibly in undertaking the duties and responsibilities as needed by the General Manager.

Requirements

  • Bachelor's Degree: A 4-year degree course is generally required.
  • Strong understanding of tax laws, regulations, and compliance requirements.
  • Experience with business license applications and renewal processes at various levels.
  • Excellent organizational and time management skills to meet deadlines for license renewals.
  • Detail-oriented with high accuracy in data management.
  • Proficiency in relevant software applications for record-keeping and reporting.
  • Must have excellent communication and negotiation skills with ability to effectively coordinate with internal and external stakeholders
  • Must be proficient in MS Office applications.
  • Knowledge of quality assurance processes and procedures.
  • Ability to adapt to changing regulatory requirements and prioritize tasks accordingly.


At least 3 to 5 years’ experience as Assistant or Managerial Position plus 1 year experience and familiarity with registration, accreditation and licensing particularly with the following government agencies:

  1. Securities and Exchange Commission
  2. Bureau of Internal Revenue including relevant departments
  3. City/Municipal – Business Permit and Licensing Office
  4. National Food and Drug Authority
  5. Department of Trade and Industry including relevant Departments
  6. Department of Energy
  7. Central Bank of the Philippines or the Bank Sentral ng Pilipinas (BSP)
  8. Anti-Money laundering Council
  9. Bureau of Customs
  10. Department of Agriculture
  11. Philippine Amusement and Gaming Corporation
  12. Department of Environment and Natural Resources
  13. Department of Tourism
  14. Philippine Overseas Employment Administration
  15. International Air Transport Association
  16. Land Transportation Office
  17. Land Transportation Franchising and Regulatory Board
  18. National Tobacco Administration
  19. Bureau of Animal Industry
  20. National Telecommunication Commission
  21. Optical Media Board
  22. Philippine Contractors Accreditation Board
  23. Philippine Economic Zone Authority
  24. Department of labor and Employment
