The Civil QA/QC Engineer is responsible for ensuring that all civil and structural works at the project site comply with approved plans, specifications, quality standards, and regulatory requirements. The role involves implementing the Project Quality Plan, conducting inspections and material testing, managing quality documentation, and coordinating with clients, consultants, and subcontractors to maintain the highest level of construction quality and workmanship.


Duties and Responsibilities:

1. Quality Assurance (QA):

Develop, implement, and maintain the Project Quality Plan (PQP) in accordance with client requirements and ISO 9001 standards.

Prepare and review Inspection and Test Plans (ITPs), Method Statements, and Quality Procedures for all civil and structural works.

Conduct quality orientation and training for project staff and workers.

Review subcontractor QA/QC documents to ensure compliance with project standards.

Monitor the calibration status of testing and measuring equipment used for quality verification.

Prepare weekly and monthly quality reports for management and client review.

2. Quality Control (QC):

Conduct inspection of civil and structural works (formwork, rebar, concrete pouring, finishing, etc.) to verify conformance with design and specifications.

Perform material inspections, including sampling and testing for concrete, aggregates, soil, and steel reinforcement.

Review and approve Material Test Certificates (MTCs) and Material Approval Requests (MARs).

Coordinate with the client or consultant for joint inspections and quality verification.

Monitor Non-Conformance Reports (NCRs) and ensure proper implementation of corrective and preventive actions.

Witness and verify third-party laboratory tests and ensure compliance with applicable standards (ASTM, ACI, DPWH, etc.).

3. Documentation and Reporting:

Maintain a complete and organized QA/QC documentation system including RFIs, ITRs, test results, approvals, and NCRs.

Prepare and submit inspection and test reports for all civil works.

Assist in compiling as-built documents and turnover packages for project completion.

Ensure all documentation is traceable and meets client and project requirements.

4. Coordination and Communication:

Coordinate with site engineers, construction teams, and subcontractors to schedule inspections and ensure compliance.

Attend regular coordination and quality meetings with clients, consultants, and project management.

Advise on technical and quality issues, providing solutions and recommendations to maintain standards.

5. Safety and Compliance:

Ensure all works are performed in compliance with safety standards and environmental regulations.

Report any unsafe conditions or materials that may affect quality or safety.
